"Congressional Democrats, amid negotiations overshadowed by the nation's prolonged health-care debate, appear to have reached agreement on student-loan legislation championed by President Obama that would pump billions of dollars into higher-education programs," the Chronicle of Higher Education reports. "Education Secretary Arne Duncan and the chairmen of the two education committees in Congress, Sen. Tom Harkin of Iowa and Rep. George Miller of California, have made plans to publicly outline the agreement on Thursday, aides said Wednesday."

"An employer who hires a jobless person won't have to pay the new worker's Social Security taxes for the rest of the year under a bill President Obama is expected to sign today," the San Francisco Chronicle reports. "Employers also get a tax credit worth up to $1,000 on their 2011 tax return if they retain the new worker for at least 52 consecutive weeks. ... An eligible employer who hires an eligible unemployed person before the end of the year won't have to pay its share of the new employee's Social Security taxes (6.2 percent of pay) for the rest of the year. All private-sector employers, including nonprofits, are eligible. The only public-sector employers that qualify are post-secondary schools."

"All colleges will be required to post a 'net price calculator' on their web sites by fall 2011," the Washington Post reports. "A market for off-the-shelf calculators has emerged. Two companies that bill themselves as the top providers -- StudentAid.com and Think Ahead LLC -- have merged. They are developing a new and improved calculator. ... I asked Jeff Whorley, president of StudentAid.com, to do a brief Q and A on the business of calculating net price. The company contends the federal template isn't very accurate and says it can do better."

"A new analysis digs more deeply into the data surrounding Latino graduation rates, and while it confirms the overall reality that Latino students trail their white peers at all types of institutions, no matter how selective, it also reveals wide variation in the relative success of institutions with similar student bodies," Inside Higher Ed reports. "That matters, the authors say, because it shows that the educational practices of institutions matter."
