Advisory Committee: Merit-based Pell Grants Could Hurt Low-Income Students

Pell Grant awards based on academic and institutional merit rather than family financial circumstances would disproportionately hurt low-income, minority, and first-generation college students, according to a recent presentation put forward by the congressionally mandated Advisory Committee of Student Financial Assistance (ACSFA).
