Cash Management Issues Dominate Day Two of Neg Reg

Mar. 28, 2014 – Negotiators on Thursday continued the Program Integrity and Improvement rulemaking session with a discussion of proposed regulatory changes to current cash management regulations, focusing much of their conversation on how to address fees students may incur when accessing disbursements of their Title IV credit balances. The Department of Education (ED) proposed changes to consumer protections for financial instruments used to disburse Title IV credit balances, such as pre-paid cards and how to provide students with free access to their full Title IV credit balances.
