Second Round of Program Integrity Negotiated Rulemaking Kicks Off

Mar. 27, 2014 – Negotiators at Wednesday’s negotiated rulemaking session expressed concerns that some of the Department of Education’s (ED) proposed changes would hinder consumer protections for students and be an overreach of the federal government in terms of states’ authorization authority. Wednesday’s session of the 2013-14 Program Integrity and Improvement negotiated rulemaking focused on draft language from ED regarding proposed changes to the clock-to-credit hour formula, state authorization of distance education and foreign locations of domestic institutions, and cash management.
